The Mississippi River & Tributaries (MR&T) Project launched in 1930 after the record 1927 flood of the lower Mississippi River. The project was placed in the hands of the Army Corps of Engineers, who established their Waterways Experiment Station (WES) in Vicksburg, MS. With a modest beginning overseen by a lone 1st Lieutenant and professors from the Missouri School of Mines and Louisiana State University, WES became the premier channel hydraulics test facility in the world, and the MR&T was modeled before being designed and constructed over the next 70 years.
