Naturally Occurring Asbestos in the United States: Occurrences, Regulations, Mitigation Methods, and Emerging Issues

Asbestos occurs naturally across the United States and around the world within mafic and ultramafic rocks. In preparation for residential, commercial development or K-12 school construction, project sites are often purchased and much of the planning process (architectural and grading plans prepared, structures sited) is completed prior to an assessment of the soils proposed for excavation, on-Site capping or potential off-Site disposal. Geologic maps, while initially helpful for identifying potential hazards such as landslides and earthquake faults, are less helpful in the identification of naturally occurring hazardous minerals, such as the regulated minerals currently classified as asbestos. Depending on the location of your project and type of proposed building, the level of regulation for asbestos in soil and airborne dust can vary. When sampled as an afterthought prior to disposal, property owners are often surprised by the budget-crippling costs of waste handling and disposal of naturally occurring asbestos (NOA), as well as mitigations required to protect the health of construction workers, the public, and future site occupants.

This presentation will discuss what minerals are regulated as asbestos, where they are typically found, sampling and analysis methods, health effects from inhalation, and the varying regulations that apply to construction workers, the public, and waste soil in the United States and around the world. The presentation will additionally discuss some emerging issues relating to efforts to further define worker protection procedures and limit the use of asbestos in consumer products where it occurs as an accessory mineral.
