TOPIC: U.S. Coast Guard Headquarters, Washington D.C., - Challenges & Solutions for Slope Stability in the Potomac Group.

PRESENTER: Mr. Scott Stannard, P.E., Assistant Branch Manager/Vice President, ECS

 The U.S. Coast Guard Headquarters consists of a new 11-story office building, a separate central utility plant, and two seven-story parking garages.  The design of the Headquarters building incorporates the natural topography of the site, which consists of a 130-foot slope adjacent to I-295 where original site grades ranged from about EL. 30 feet to EL. 160 feet resulting in ten different lowest floor elevations for the building.  A major challenge for this project was the presence of Potomac Group “marine clay”, or highly expansive/plastic soils extending to significant depths, which were the cause of a documented slope failure on this site several years prior to the current development. The combination of this geologic setting and the steep topography of the site resulted in a complex system of foundation elements designed to resist the extreme lateral earth pressures and provide an adequate safety factor against global stability. The foundation types utilized throughout the Headquarters included drilled shafts, driven steel and precast concrete piles, mat foundations and shallow spread footings.
